Position: Divisional Head: Job Creation & Skills Development

Workplace:  EBSN Offices, Cnr Voortrekker and Monument Road, Kempton Park

Salary: R1 047 497 - R1 300 000 per annum (TCTC)

 

Key performance areas:

  • Develop, plan and drive the Department’s overall skills for the economy, job creation and infrastructure development strategy, planning and implementation programme;
  • Ensure the effective design and integration of project management principles, frameworks, tools and systems to enable effective implementation of intervention programmes.
  • Develop and oversee a social compact for skills development and job creation, and ensure mutually beneficial partnerships, relationships through effective partnership management and administration of agreements
  • Provide overall programme coordination, management and reporting of CoE’s Job Creation programmes, including the EPWP, CWP and related Community Empowerment interventions and programmes 
  • Provide overall direction in terms of programme management and implementation on behalf of the department
  • Identify and manage project interfaces and interdependencies within and across programmes and projects
  • Ensure effective programme coordination with stakeholder departments in order to maximize the economic impact of strategic social and infrastructure programmes and projects.
  • Ensure stakeholder coordination to leverage external funding to fund catalytic and strategic skills for the economy and job creation programmes.
  • Ensure cost effectiveness, broad-based empowerment and community empowerment programmes to enable delivery, performance, project planning and coordination.
  • Ensure financial management and controls, good corporate governance and effective management.

 

Core Requirements:

 

  • Bachelor of Administration (BPublic Admin) or Business Management (BCom) Degree or equivalent relevant NQF Level 7 qualification
  • 8 years’ relevant management experience of which at least 4 years’ must have been at senior management level 
  • Track record of excellence in project management and/or a related professional accreditation will be advantageous
  • Strategic capability an leadership skills
  • Financial management skills
  • Planning and organising skills
  • People management and empowerment skills.

Note: The successful candidate who does not have the NQF Level 5 Finance Management qualification will be required to obtain it within 18 months, in terms of the National Treasury Requirement.

Appointments will be made on a 5 (five) year fixed term and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest.  Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
