Purpose: Plan, organise, lead and control engineering requirements and initiatives for the department and manage all associated resource requirements in area of accountability

Responsibilities


  • Manage the key performance areas and results indicators for the Service Delivery Area serviced by Depots.
  • Formulate and review plans, identify and prioritise needs and measures necessary to address the provisions of water and sanitation services.
  • Establish and manage strategic internal & external relationships inclusive of customer, service provider & relevant legislative agencies & structures
  • Create context, implement and drive execution of the operational plans for the department and ensure the effective implementation and integration of engineering management frameworks, tools and systems
  • Develop and drive the implementation and integration of the supply chain, contract management plan and develop, monitor and advise on operations delivery framework and strategy, ensuring compliance to practices and processes
  • Apply developed policy and practices through effective process design and ensure that leak detection, welding, non-destructive testing, Logging activities are carried out as per depot maintenance requirements
  • Direct, control and optimise budgeted resources to meet specific objectives, monitor results and make adjustments where necessary
  • Ensure overall management, control, implementation and reporting on all internal and external contracts within area of accountability
  • Prepare, devise and give comments on any engineering policies as required to various stakeholders
  • Provide input into the annual budgeting process and plan, monitor and control expenditure of the Capital and Operating budgets of the depots
  • Deliver on service level agreements and drive an aligned customer service excellence culture


Job Requirements


  • B Degree in Civil Engineering or equivalent
  • Eligible to register for Pr. Eng. / Registered with ECSA
  • Applicable driver's license
  • Computer literacy
  • 6 years' experience in a similar environment, of which 2 years in management
  • Note: The successful candidate who does not have the NQF Level 5 Finance Management qualification will be required to obtain it within 18 months, in terms of the National Treasury Requirement.


The successful candidate will be required to sign a performance contract as per Council resolution.

Candidates may be requested to submit proof of the NQF level applicable to the qualifications they have obtained.
