Purpose:

Responsibilities


  • Develop and implement skills for the economy programmes, vocational skills development and employability improvement strategies and interventions for communities and/or public employment programmes.
  • Coordinate, manage and mobilize strategic internal and external stakeholder relationships with the National Skills Fund, Youth Employment Services, Public Employment Programme and Sector Education and Training Authorities.
  • Prepare funding proposals and leverage discretionary grants to supplement skills development programmes in communities.
  • Coordinate skills development stakeholders and the ecosystem and ensure the effective implementation and integration of programme management frameworks, tools and systems.
  • Advise stakeholder departments, municipal entities, service providers and related stakeholders on best practice and technical knowledge relating to Skills Development.
  • Develop a Skills Development monitoring, evaluate and reporting framework to measure effective implementation principles in the municipality.
  • Coordinate overall community skills development related priorities with stakeholder Departments, Municipal Entities, Service Providers and all related stakeholders.
  • Develop annual joint operating plans to meet established annual objectives, organise and prioritise tasks and work processes needed to achieve the overall objectives.
  • Manage and maintain governance and risk management system of the functional area.
  • Participate in and implement budget planning principles on stakeholder department's budget to determine their contribution to the overall annual community skills development targets.
  • Manage and ensure a customer service-oriented environment as well as determine and facilitate people management and related activities in the division.

Job Requirements


  • Degree in Project Management / Economics / Development Management or relevant equivalent NQF Level 7 qualification
  • 3 - 5 years experience in a similar environment
